MTA Baltimore Light RailLink

Delon Hampton & Associates provided civil and structural engineering and construction administration services for Phases I and II of Baltimore's Light RailLink. The five-year project involved the design of a 22-mile, light rail transit (LRT) system which linked Hunt Valley in Baltimore County to Anne Arundel County, Maryland. Existing CONRAIL, Canton Terminal Railroad Company, and Baltimore-Annapolis Railroad Company rights-of-way and trackage were used.

During Phase I, Conceptual Planning, DHA developed design standards and criteria for the LRT's storage yards and maintenance facilities. During Phase II, Preliminary and Final Design, DHA designed floor plans, track layouts, equipment requirements, manpower, lighting, HVAC, pit and track configurations, catenary and stinger arrangements, door openings and sizes, and administrative areas. DHA’s staff also developed and managed required data for the design and construction of LRT's right-of-way alignment, aerial structures, stations and retaining walls.

During construction, DHA also provided resident engineering, construction inspection and office engineering services for the following projects:

  • Aerial structure over the Patapsco River
  • Aerial structure over Kloman Street
  • Light rail bridge over CSX railroad tracks
  • New light rail bridge over Maryland Route 648
  • Fortification and widening of six railroad bridges along the North Route

DHA also assisted MTA in negotiating cost and schedule impacts of change orders, managed a staff of Quality Assurance inspectors assigned to review construction of six bridge widening and rehabilitation projects, and four miles of a retaining wall section.
