Civil Engineer/Project Engineer

Delon Hampton & Associates, Chartered, a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Civil/Project Engineer. Candidate will review civil engineering designs for conformance with specifications, prepare technical presentations, review contractor submittals, and/or manage design document control for major design build projects. Incumbent will work under the direction of a senior engineer as part of a design team with opportunities for both design and construction management exposure. Experience preferably should be in underground or heavy civil construction/engineering. This position requires a candidate who has the ability to read and understand contract documents (project drawings, specifications, memos, and reports), ability to work in a fast-paced environment, organizational, communication and writing skills. Activities may include but are not limited to engineering analysis, developing alternatives, calculations, report writing, data analysis, data collection, document review and tracking, and other activities associated with large scale construction projects. The incumbent will serve as a member of the design team beginning the multi-year construction phase of a major project. Candidate will be responsible for design review coordination and construction document processing. Assist in developing work plans and schedules to complete assigned work in a timely manner. Responsibilities may include hydraulic design, drawing production in AutoCAD to a conceptual level prior to final drafting by the CADD department, and technical PowerPoint presentations. Construction Management responsibilities including oversight, RFI review and processing, scheduling, cost control, invoice review for the general contractor/design build firms. Coordinate with various project managers to set deadlines, priorities, and negotiate competing needs for resources. Oversee and provide quality control for documents produced, including accuracy, presentation, and conformance to established standards and time lines.

Qualifications: A Bachelor's degree in related field and preferably EIT or PE designation. Minimum of three years' work experience in civil engineering, with preference for wastewater and hydraulic design or heavy civil construction projects. Construction Inspector

Delon Hampton & Associates, Chartered is seeking multiple construction inspectors to perform on-site inspection services on roadway paving and/or alley rehabilitation projects throughout Washington, DC. The construction inspector will be responsible for the following: Monitor the work of contractors to ensure quality control and contractor compliance for roadway paving and/or alley rehabilitation construction projects, under the direction of a Construction Manager or Project Engineer. Inspect and monitor assigned field work activities on a project to ensure conformance to plans, specifications, and other contract documents. Coordinate work and inspections with contractor's representative, DDOT personnel and other stakeholders as identified by DDOT. Check lines, grades, dimensions and elevations using standard surveying and field measuring equipment. Advise contractor of non-conforming work or other violations of the contract requirements. Work with the contractor to identify and implement appropriate corrective action. Ensure that work zones and traffic control setups conform to contract requirements. Prepare and review daily inspector reports for preparation of entries into project diaries. Document materials in the Materials Notebook as well as other test reports for materials. Test and/or sample materials as required, coordinate with Materials Division and send samples to the DDOT, or other testing laboratories as needed. Assist in contractor's monthly evaluations.

Qualifications: 5+ years of full-time experience as a construction inspector on highway, roadway, or alley construction. Experience inspecting paving construction, including concrete and asphalt. Construction Management Manager

Delon Hampton & Associates, Chartered, a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Construction Management Manager. This position is for a subject matter expert in construction management to join DHA's Project Management Oversight (PMO) team for transit projects funded by the Federal Transit Administration (FTA). The Construction Management Manager will review project sponsor's construction plans and documentation to ensure that projects are being built safely, on budget and schedule, within scope and comply with FTA requirements. Candidate must be able to demonstrate an established career in construction management specific to major transit projects. Demonstrate leadership in the successful delivery of large-scale transit projects as well as project delivery ranging from project management, construction management and project controls.

Qualifications: A Bachelor's degree in engineering, construction management or related field. Minimum ten years' of experience on large (>$100M) capital projects, with at least three years as a Construction Manager in passenger rail or related transportation mode. Experience with project scope, cost, schedule, quality, safety & risk management required. Must have strong transit experience. Excellent communication skills (verbal and written) required. Construction Manager

Delon Hampton & Associates, Chartered, is seeking a Construction Manager. The Construction Manager position serves as a leader of a multi-disciplinary team of sub consultants and professionals engaged in the on-time, on-budget management of a large infrastructure project for the DC Department of Transportation (DDOT). Technical expertise required for this position includes civil engineering techniques, familiarity with road way duct bank design and installation, knowledge of DDOT, permitting and coordinating requirements for successful completion of the project. The Construction Manager (CPM) is responsible for assisting DDOT in the provision of an on-time, under-budget underground pathway for other agencies to use in the completion of the DC Power Line Under Grounding Project (DC PLUG). This position has promotion and expansion potential. Other responsibilities include: Manage multi-disciplinary team of project control specialists, inspectors, reviewers, engineers and outreach specialists. Coordinate with other agencies to ensure utilities are identified and not impacted, and that follow up work can continue on schedule. Provide timely reporting to the Agency of project status. Manage the project controls such that the project is on time, under or on budget and safe. Deploy resources on the team in an efficient manner. Oversee invoicing and project documentation for DCDOT. Make community presentations as necessary and coordinate and resolve issues raised by the community.

Qualifications: A degree in construction management, civil engineering or related field. 10 or more years' of experience. Experience reviewing drawings, providing constuctibility reviews, responding to field or design changes in a timely manner. Management level experience on projects of similar size and complexity. Fluency with Project Management software (such as Primavera). Familiarity with Project Scheduling Software (such as Primavera), Excellent oral and written communication skills. DDOT experience. Licensed Professional Engineer in Washington, DC (or ability to become registered within three months) or other industry certification. Tunnel Inspectors

Delon Hampton & Associates, Chartered, is seeking multiple inspectors to serve on a new construction management contract with the DC Department of Transportation (DDOT). These inspectors will conduct daily on-site inspections of DDOT tunnels, including daily inspection of tunnel assets, and inspection of the daily maintenance activities performed by the O&M contractor. Candidate will serve as a member of the DC Tunnel Asset Management Team. Meet weekly with DDOT project management personnel, and attend bi-weekly operations meetings. Serve as on-site liaison with DDOT during tunnel related emergencies. Perform daily drive-through of all tunnels, and daily walk-through of the tunnel support areas and fan rooms. Perform daily routine surveys/inspections of the various tunnel elements, including, but not limited to tunnel fan operation controls and mechanical systems, lighting systems, safety features, signals and communication systems. Provide documentation of such activities and associated status findings to the DDOT project manager and a reference to the related Cityworks activity record (inspection or work order). Ensure that all maintenance and inspection activity is logged in DDOT's Cityworks AMS. Monitor maintenance work associated with all DDOT tunnels to verify that it is done in accordance with the terms and requirements of the contract. Identify and document asset deficiencies that do not meet the performance standards or other terms of the contract. Verify the completion of time-critical maintenance tasks. Verify that all identified asset deficiencies, including those identified in quarterly evaluations, are correctly entered into Saber, and/or its successor Cityworks AMS, and follow up to ensure that scheduled remedies or corrective work is being done within the required time-frame.

Qualifications: 5+ years of construction inspection and/or facilities management experience. Experience on DDOT projects. Experience performing inspection of tunnel assets. Experience on Operations & Maintenance and/or Asset Management contracts. Facilities management experience. Knowledge and understanding of performance based contracting.
