Richard joins DHA with more than 30 years of full-service civil engineering, land planning, master planning, and geotechnical design experience. His project shave included designs of commercial and residential subdivisions, marine and industrial facilities, site master plans, medical, transportation and municipal water and sanitary sewer systems designs.

Richard will provide direct engineering support services to our Prince George’s County, Maryland private developers, county government entities and other  municipal agencies requiring civil engineering design and construction management services.
